I am using TPS54383PWP to genarate 5.5V and 3.3V from the 15V input, the below ciruit i have implemented, when i power on i wont get the required voltages(5V & 3.3V), if there is any changes required in this schematic design?

I reviewed the SCH, it looks good expect the feedback resistor. You need to change R14 and R13 to 20K and remove R2 and R9 (DNP).

As you said i have changed the value of R14 and R13 to 20K and R2, R9 made as DNP then also i am not getting 5V and 3.3V,

I reviewed the SCH again, other than the feedback; I do not see anything that indicates the issue from schematic wise. I run the following schematic, which very similar to yours, I was able to get 3.3V and 5.0V regulation.
Can you please clarify what are you getting at the output? Does is it start at all? How is the layout? what is you input supply, do you have a load ?
I need more info so i can zoom in into the issue

looking at the SCH and after fixing the feedback resistors as above, I do not see anything wrong with the SCH that lead to the issue.
Can you please clarify what measured at the VOUT? Does the device start at all? How is the layout? what is you input supply voltage and is it measured to be sure not limited. Do you have a load at the output?
I need more info so I can zoom in into the issue.
