Hi Llewellyn,
No it is not mandatory. But in certain high Vout cases, we have observed instability during light load so if you find any instability during your load transient or steady state ripple or bode plot measurements, then you can resize your feedback resistors (TPS62135 has internal Cff of 15pF already but pole/zero location changes based on the value of feedback resistors - check section 2 of app note) and/or add more feedforward cap.
