The device was not designed, tested or validated for fuel cells but if the specs meet your requirements than it may be possible. Do you have any specific details for fuel cell specs and requirements?

There are chances for the fuel cell to go to negative voltage. I'm not sure if the IC will be able the withstand it.
I need to know if the BQ device will be able to measure the voltage below 1V?

This is difficult part as the 455 does not expect negative voltage for measurements as min in the datasheet is 1V. Using bq79606 it can measure down to -2V differential at lower accuracy but for both devices you need a certain voltage level across the pack to keep the device on and also across bottom few channels. So it would not make sense to use if all cells may go negative at any time.
