The TPS549A20 has a 6uA of Vout discharge current (spec'ed at Vout=0.5V) when the converter is disabled.
You can refer to the electrical characterisitics table in the datasheet.

The customer is asking about the Voltage ramp down, not the discharge current. The customer would like to know if it is possible for the voltage to decrease more rapidly on shut off. For example, if the voltage is regulated to 3.3V and ramps down to 0V in 5ms at shut off. Is there a way to speed up that change in voltage at shut off?

It is possible to use the VOUT_ADJUSTMENT( +9.00% to –9.00%) and VOUT_MARGIN (+12.0% to –11.6%) commands to lower the output voltage before disabling. Using the commands could speed up voltage ramping down by 20% to 40% faster.
