TPS65400: Initial Configuration

Section 8.3.14 Initial Configuration of the data sheet states The recommended method of configuring the TPS65400 the first time is through an external programmer through a separate I 2C programming header (as shown in Figure 19). But figure 19 is a timing diagram, maybe it is referring to figure 21. Figure 21 does not clearly define what signals are present on the "programming header" but also stated in 8.3.14 is The programming header needs to connect to the SCL, SDA, CE, VDDD, and DGND lines. When I connect to these 5 lines (supply VDDD with 3.3V, tie CE high via 10k) I cannot communicate with the TPS65400 but when I connect 10V to Vin (pin22) and the TPS65400 supplies the VDDD rail I can communicate with the TPS65400. Can you please confirm that this is the correct way of configuring the TPS65400 through a programming header?
