MC34063A: mc34063a or any other low cost part : 12V to 12.6V boost with current limit for 1Amps

the MC34063a can't be used in such application. we need a circuit with buck and boost function, such as sepic topology.

I think you would need a device such as TPS55340 in sepic topology and a circuit to control the output current into the battery.

Can we use LM3478 for this application?

1. Input: 12V

2. Output : 12.6V/1Amps current limit?    battery is connected here whose voltage range goes from 8.1V(full dicsharce) to 12.6V full charge . But we need 12.6V here to charge battery , load is also connected in parallel.

Or any other low cost TI device?

Yes, LM3478 can be used in Sepic topology to support this application.

But will it limit current to 1Amps max?

by selecting the right current sensing resistor, the output current could be limited. however, the accuracy would not be very good. 

if you need good current accuracy, you would need to add addition charger circuit.
