BQ24092: charger will not start unless resistor value on the TS pin is changed

My customer is having an issue with BQ24092DGQR, this charger is being used as the main charger IC in their design. It is being used to charger a battery at 50 mA max, the pre-term pin is programmed for a pre-charge of 20% Io; they are also using the TS pin with a resistor at fixed value of 3.9k ohm, which regarding the thermistor value (recommended part on the datasheet) the battery “temperature” is around 50-55 C and this will cause the charger to charge at 4.06 V max. This was done intentionally to reduce the max voltage output feeding into the battery.

The issue they had was that on some units, the charger will not start, unless the resistor value on the TS pin is changed. They are intentionally operating the charger IC in the 45-60 C range by tricking the TS pin value and some units will not start the charger at all, they haven’t found what is happening here.

Do you have any ideas as to why it would not work? The datasheet shows the thresholds at 45 C and 60 C, the resistor value we selected is for a temperature reading of about 52 C (middle of the road value).
