I am wondering if there is a way to adjust Vsys. Since when I measured Vsys, it always equals to VBAT. Is it possible if I plug in 4-cell 18650 Batteries in series and adjust them to power system load with Vsys outputting 5V?

You can adjust the VSYSMIN threshold. When adapter is present with VBAT<VSYSMIN setting, the converter will regulate the SYS output to your VSYSMIN setting, while BATFET operates in linear mode to charge the battery. As the battery voltage rises above the minimum system voltage, BATFET is fully on when charging or in supplement mode and the voltage difference between the system and battery is the VDS of BATFET. System voltage is regulated 160 mV above battery voltage when BATFET is off (no charging or no supplement current).
To have a regulated VSYS according to your VSYSMIN, VSYSMIN>VBAT
