TS1 high does not prevent the BQ76930 from going into ship mode. Boot requires a rising edge. If the signal is pulled up during ship mode it may be difficult to apply the rising edge to re-start the system.
ABS MAX voltage for the TS1 pin after boot is 3.6V. Higher voltage is permitted at boot. Even if you do not use the thermistor measurement the pull up network to 4.7V should limit the voltage at the pin to 3.6V or below to avoid leakage to internal ciruitry.
Also note a pull down is needed on TS2 to the VC5X voltage for proper operation.
