TPS54160: When TPS54160 is used as an inverting buck-boost converter, how does the IC know the level of Vout?

I want to use the TPS54160 as an inverting buck-boost converter,Since the reference ground of the IC is connected to Vout, how does it determine the level of vout when the IC is powered on for the first time and not enters a stable working state?

HI:

pls see below apps notes for inverting buckboost, cause the GND of IC=-Vout, so FB will see the voltage lower than reference, it will control duty cycle until the FB voltage equal to reference.
