TLC5926: Clock pulse requirement (Eliminating Microprocessor Control and Clock pulse for LED Driver)

I would like to use TLC5926 and TLC5616 to control many LEDs.

Application requirement. 

LED need's to turn on once the Driver IC is powered. (independent LED control  and current control is not needed)

Whether Clock signal is mandatory one to peform the above opertion, is there any possibility to avoid the clock requirement and turn on the LED's once driver is powered on 

It'd be great if TI can clarify this question.
