BQ25606: BQ25606 work abnormal

Hi Expert, 

I am using BQ25606, but it seems to work abnormal.

When I only connect battery to BQ25606 but no external VBUS input, VREGN has no voltage output, and the system has no output;

When I connect external VBUS input to BQ25606 first, then connect battery, VREGN has a voltage of 5V output, and the system output is normal. However, at this time, if I remove VBUS, the system output is still there. Is this a normal behavior for BQ25606? 

If it is a normal behavior for BQ25606, why the system can still get output without VBUS? 

If not, what can cause to this issue?

    However, my TVS pin is configured as section 8.3.6.4 and still find this issue, see below. Can you pls. help check what is wrong in my design? Thank you.

    [HM] for this case, REGN has no output. But SYS should have output. Can you move any load at SYS before connect your battery.

    [HM] This is normal. SYS is supplied from either VBUS or battery. When VBUS is removed, battery supplies SYS.

    If it is a normal behavior for BQ25606, why the system can still get output without VBUS? 

    If not, what can cause to this issue?

    [HM] This is normal. SYS is supplied from either VBUS or battery. When VBUS is removed, battery supplies SYS. That's how battery powered system works.
