When Powered ON with 1.8V, The 8Pin RESET always LOW, and the system cannot work.

Hi Cyan,

The voltage level needs to be above the threshold of the device. In this case, this is a 3.3V device, which means that if voltage crosses under 3.3V, reset will be low. 1.8V is not enough here.
