I mean a switching regulator for an electronic ballast that can operate at 400V and with output power of 1000W.

If you need a PFC UCC28070 for the front end. The following will get you to a link that will bring you to the product page.

I searched TI's product folder and there is a UC2872 ballast controller. If your customer decides to use this device please repost with UC2872 in the title so the appropriate applications engineer can support you.
