The customer found the external MOSFET(IRLML2502, connected to the HIDRV pin) 's DS is shorted, which cause the BQ24650 circuit is not working properly. After changing a new MOSFET, the circuit work normally again.

I am confused. If you have a shorted High side MOSFET, you cannot operate a buck charger. Now that MOSFET is installed correctly and operation is working normally then this is expected behavior. I would direct you to this FAQ schematic checklist resource:
