TPS63070: About the transient PSpice simulation

Hi,

I downloaded the PSpice project and was confused by the transient simulation (Under 'Startup' folder):

1. The feedback divider middle point is routed to 'FB' with a 221k R3, why?
2. Will this model work with other outputs? Such as 5V? When change the R1 and R2 to the values recommended for 5V output by the datasheet and simulate it, the output is still 3.3V, why?
