Is it sure incorporated a soft start?
"incorporated a soft start" is written pg. 10 of the datasheet.
But tSTR spec and Soft-Start Discharge on Functional Block Diagram are not written the datasheet.
And please could you tell me tSTR spec?

TPS7A16 has a built-in soft start, but unfortunately, this soft-start is not defined as a parameter in the datasheet. Please see this plot for the TPS7A16 startup as a reference.
VIN = 60V, VOUT = 5V & IOUT = 100mA

As for the line transient, please refer to the datasheet specification as the line transient model may not be very accurate and the overshoot also depends on the slew rate of the input voltage change. The typical line transient change on the output is within 1%.
