TPS2595: Hort-circuit behavior of ILM pin

We have a design with several TPS259573 parts, programmed for 1.0A or 0.5A  load current.  

We note that when we short-circuit the output (at connecter where the rail leaves the PCB), the ILM pin does not go either to 0mV or the over-current limit (about 600mV).  Instead it goes to about 80 - 100mV.  

Is this the expected behavior?

    Hi Jackson,

    Would it be possible for you to share the schematic and current and voltage waveforms at output pin and ILM pin during short circuit ? Based on the value of RILM and output current we can comment about the voltage on ILM pin.
