I guess what you talked about aluminum electrolytic capacitor is the bulk cap after rectifier bridge.
If so, the power stage can't transfer enough energy to output load at the input voltage valley if without enough value bulk caps , the output voltage will drop to low as well as VDD voltage of the controller , then lead to UVLO protection.
But in some special application, such as the output current is discontinue at full load , That is possible . the schematic don't have too much difference with out EVM reference design except for replacing the E-cap with some MLCC on Bulk caps . we don't have such documents .. but I think you can search some papers on IEEE about this design.

I don't think you should pay much attention on placing MLCC on bulk caps since it already has some high frequency filter MLCC caps on it in a common design.
