TPS25982: Using TPS259822LNRGE for LDSTRT and output always on.

I have problem with LDSTRT. No matter I set the LDSTRT to low or high, OUTPUT is still 3.3V.

I have checked that when LDSTRT reached 1.2V, the PG will be low. But, output continue to be 3.3V. I have follow the design guideline in the optical module application where the output should only turn on when LDSTRT is set to low. My problem is even I don't set to low, the output is still 3.3V. Please help.
