It is not a known mode of operation. If the voltage ADC is operating normally it should convert the internal or external temperature every 2 seconds.
XREADY does prevent the voltage ADC from updating, you might be sure the values are "live" and that the registers are not displaying dormat values because of an XREADY that the host is attempting to clear.
ALERT will set high if any status register bit is set, CC_READY is periodic if the CC is enabled continuously, if XREADY is set in the possible scenario above ALERT would be set from it. If ALERT were somehow shorted it would not go high but you should see the bits in the status register.
There may be some damage to the part. You might swap parts between working and non-working parts to see if the issue follows the IC or board.
