Equipment requirements VOUT rise time+ON delay time should be within 65us
Does the design of ct=0uf cause problems?

Hi Aaron,
it is ok to float CT, this will just result in teh minimum possible rise time.
Please see section 9.3.2 for data on rise time with 0 cap on CT pin. For 1.05V , you should expect ~12us rise time, nominal.

ON Delay time includes for 1.05V 24us typ which meets your spec. You can even add capacitance to CT pin and it will meet your spec.
