The TPS82130 uses the TPS62130 IC. During that condition, the switching goes while following the current limit.
Note that as explained in TPS62130 data sheet, it maintains the nominal current limit as long as the overload is not strong enough to bring Vout below 0.5 V.
If the overload forces Vout to go below 0.5V, the current limit is temporarily reduced, but still the switching goes on, unless thermal limit kicks in.
