I am wondering why in the TPS26630-33EVM two of the No Connect (NC) PINs are being used. PIN#19 with VOUT and PIN#24 with VIN1?
The other NC PINs are all connected to GND.

Pins 19 to 24 are N.C pins. These are internally not connected and are floating pins. These can be connected to the nearest planes (VIN ,VOUT or GND). For example, pin 24 can be connected to VIN and pin 19 can be connected to VOUT in layout to get wider traces in order to minimize the PCB trace impedance.
