BQ24640: BQ24640 can not set charging current

Hi 

I use BQ24640 to charge a super capacitor bank. This is the circuit diagram of the BQ24640 part.

VCC_BATTERY is 24V. After connecting the super capacitor, it can be charged. First CC and then CV, but the charging current cannot be set through the ISET pin.

TPL0501 Input 0.6V to set the charging current to 3A, but the charging current will exceed 3A, which cannot be set, and after testing, the voltage of V_REF is 0V, the voltage of V_FB is 3.7V, and the voltage of V_REGN is about 1V, which does not match the data sheet.

How to set the correct charging current?
