Tc is related to case temperature. Tc = Tj - Θjc * P

So what is the Θjc of BQ25713?

You should find the theta jc under section 8.4 Thermal Information of the BQ25713 datasheet. Here is another useful app note regarding Semiconductor and IC Package Thermal Metrics :
