Regarding TPS62230, For the Enable pin when this pin is pulled to low and the device is forced to shutdown mode, Does the output VDD (Vout) goes to 0V ?

Yes, the output voltage (Vout) will go to zero when the EN pin is pulled Low. However, the time it takes for Vout to drop to 0V will depend on the output capacitance value and load current.

You mean the millisecond before it goes from High to 0V ?
but eventually it will go to 0V, right ?

It will take from a few to hundreds of milliseconds for the Vout to drop depending on the Cout and load current. I just wanted to clarify that the Vout may have a ~mV (not 0V) across it even after some time due to leakage current across the SW pin.
