Single Lithium cell charger and load selector from Micro connector

Need to charge single Lithium battery  4.2V full chare voltage , with 700mA.

When power from external source is present, load should run from it, and when its absent, load switches to battery.

Need low cost , RC settable solution only. Please suggest
