End-to-end battery management

I need to manage the battery for a new product.  The configuration will be either 2S or 2S2P LMO - this choice will be probably depend on mechanical rather than electrical design considerations.  I think I need:

1.  Primary protection including over-voltage, under-voltage, over-current, temperature.  I assume that the PTC and any other temp sensors will need to be very close to the cells, if not attached to them.  Can the rest be on a nearby (a few inches away) PCB?  So far, I've struggled to find primary protection for >1S.

2. Secondary protection.  Is more than OVLO needed?

3.Charge balancing

4. Fuel gauging with simple interface to a micro.  I'm assuming that the micro won't have much to do with battery management beyond requesting charge state at some suitable interval.

5. A charging solution compatible with the above.

What do you recommend?

    From a gauge and protector perspective I would recommend the bq28z610 which also contains protection capabilities. What are the exact specs for the batteries? What's the chemistry?
