TPS92611-Q1: Are input and output capacitors required?

The datasheet states that C1 and C2 are recommended. What functions do these capacitors serve that they are recommended, rather than required? What is the potential risk of omitting either capacitor?

We recommend 1uF + 100nF as input cap and 10nF as output cap.

Can you tell me the function served by each of these capacitors?

For example, if they are for stability, I will be sure to include it. If it is for, say, current accuracy, that is less important for my application and can likely be omitted.

1uF is used as decoupled cap, and 100nF is used as filtering cap.

The output in my system is not user accessible - it is wired directly to LEDs that are internal to the product with no connectors to the outside world. Can Cout be safely omitted?
