Charger for multi-cell battery

Hi all, ı want to ask a questions about Charger IC. I should use BQ77195 for protection. ı know ı should use too Charger ıc. I am looking to charger IC specifications. it is MPPT. But ı dont know that ı need MPPT, because my power supply is flayback and my output is clear DC voltage. So why do ı need Charger ıc? can u explain please?

    All batteries have a maximum charge current, constant/final charge voltage and preferred method termination in order to charge safely and maintain long battery life.  A dc/dc converter only provides constant voltage regulation, with only current limit to protect the converter.  Most recent chargers' embedded dc/dc converter has multiple feedback control loops, including constant current, constant voltage, input voltage (MPPT), input current and thermal regulation to be specific.  If you can provide your input voltage and current, battery type, battery capacity and desired charge current as well as whether you want to control the charger through host software or only external resistors and capacitors, I can recommend a charger for your application.
