BQ40Z50: BQ40Z50 not in sleep mode

The customer design the schematic with BQ40Z50, the need the devise in sleep mode for low Power consumption in sleep mode.

They connect a ammeter at BAT pin, after satisfying the sleep conditions, used an oscilloscope to measure the pulse period of pin TS1 to be 20S.

This period is consistent with the Voltage Time they set. If the Voltage Time is changed, the pulse period of pin TS1 will also change accordingly, and it should enter the sleep state. 

However, the current is always changing according to a 1S period, and the range of current change is 150~300 mA. The minimum value of the current is much larger than the sleep state current. At the same time,  the three MOSFETs of CHG, PCHG, and DSG are not turned off.

Please give some suggestion with this problem.

    If the gauge is in sleep mode you should see the current peak everytime the temperature is taken and the current/voltage, whatever those are set for. If they aren't then the gauge isn't in sleep.

    The FETs will still operate in sleep mode, if this is with a custom PCB there could be losses with the FETs chosen and other patristics. The sleep current is 150-300mA or 150-300uA? the datasheet reports the average current.
