Datasheet mentioned short circuit protection IOCP = 2.4* ILM
However below picture look like the output current is clamp at ILM 1.65A and did not reach IOCP = 2.4* ILM.
How to explain the result below ?

This looks like a completely correct operation of TPS2121, it is limiting to the correct ILM value set by your 71.5k resistor.
I think the reason you are not seeing the output jump to IOCP = 2.4* ILM could be due to the low sample rate the on scope is set to (100kS/s)
The OCP protection actually reacts and limits the current back to ILM within <1us. The peak up to IOCP=2.4*ILM couldn't be captured by the scope if it is taking samples every 10us.
Please increase sample rate of the scope in Acquire menu by increasing # of points to maybe 1M or larger for example, i think this should fix the issue.
