Normally TPS563210A can support 10mS max soft start time (82nF) . Please let us know if this data okay for customers .
We can also check on bench if customers want to use a larger Css.

They want to use 1uF or higher Css for this application.

I'm working on the test. Please help confirm that the max steady state current and start up loading .
As i find that tps563210A can startup under most conditions (<~2.9A startup loading) with 12Vin-1.05Vout .
Could you help share the SCH so i can configure the EVM as customers board to check the possibility .

Hi Ben,
update some test results. Condition 12Vin-4.5Vo with CSS 1uF on EVM (L changed to 3.3uH, Vo changed to 4.5V, Css changed to 1uF).
TPS563210A can start up well with 1UF Css cap . But at 3A loading start up , the SS time seems reduced to ~45ms .
Other SS time seems normal ~ 140ms.
