Could you please tell me exactly what the difference is between the UC3906 and the BQ24450.
If they are completely identical, then why does the same part have two part numbers?

The datasheet for the bq24450 is in a newer, easier to read format and there is an EVM available for it. Sometimes, it is easier for us to work with a new part number. Also, 'bq' makes it obvious that this part deals with batteries which was not the case with a UC part number.
There are no plans to obsolete either device, so having 2 gives you more options should 1 of them be temporarily hard to get.
