Yes, when Vin = 0
The datasheet doesn't call out a current when Vin = 0 that I could find.

This is probably not characterized as I couldn’t locate it in the internal systems. I can test on an EVM to find out a typical value. I’ll pull up the PG pin separately to a 3.3V external supply for this test to measure the current into PG pin. Is this something you’d be interested in?

I tested this on an EVM and observe around 328nA PG pin current without any VIN applied and pull-up voltage of 3.3V. The current resolution was an issue on the DMM so I measured the RPG resistor and the drop across it to estimate the current. Let me know if you want any more information regarding this.
