Unused PMB_CLK and PMB_DATA can be left unconnected or not? Pull up needed or not?
The PMBus pins for the TPS546C23 use unpowered open-drain inputs. They can be safely connected to ground, left floating, or terminated to a 3.0 to 5.5V pull-up. If pulled up, the pull-up current when the pin = 0V should not be more than 5mA.
If the pins will never be used, it is recommended that the pins be tied to the thermal pad to minimize any noise on the pins, but this is not strictly necessary if a design wishes to leave the pins available for future use.
