BQ79606A-Q1: not waking up

Hello everyone, 
i am trying to use the BQ79606 IC to cell balance and monitor 4S LiFePo4 batteries. I am still not able to achieve communication between the IC and the MCU.

I was able to verify that the wake-up signal of time 250uS is being sent to the IC. By monitoring the current consumption of the IC I couldn't spot any consumption. 
the following voltages where measured :

  1. VBAT =13.5 v
  2. LDOIN=13.5v
  3. VLDO=5v
  4. DVDD=0v
  5. CVDD=5v
  6. AVDD=0v
  7. TSREF=0v

I am not sure if the AVDD & DVDD LDOs should be providing power in case the IC is still in sleeping mode. Is there a way to spot whether the IC is alive or not? Below is the circuit diagram for reference.

    If AVDD/DVDD show 0V, the device is still in shutdown mode - which means it did not properly receive the wake up ping. Please ensure you have wake ping high/low/high transition for 300us on WAKE pin and wait 12ms per device in the stack before communicating. How do you have RX/TX connected? Is RX pulled up properly? I cannot see the attachment.
