TPS63020: question about package

Hello experts,

I have question for package. Could you give me advice?
Please refer following questions and attached picture.

1 (Red). The value looks reference. Is there Max/min value for this length?

2 (Green). Could you tell me the difference the space between package and seating plane?
                  These look same length, but two value are different (0.05/0.00 and 0.08).
                  Also, I'm not clear about the marking of left side (next to "0.08")

3 (Blue). What is the meaning of this part?

I would appreciate if you would give me advice.
