This may be from how you attach the FUSE pin on the schematic. FUSE has an input function and output function. When used for an output it has a pull down to keep the FET off and its input function watches for some other source to pull the pin up. If the pin is left floating on the board the pin can float up and show high in the register. You can mask it off so it has no effect but it may be unsettling to see it high, so you may want to ground FUSE as noted in the BQ76952 data sheet section 16.6 Unused Pins https://www.ti.com/document-viewer/BQ76952/datasheet/GUID-6E39EC9F-794E-420E-8898-D0386DE12A65#TITLE-SLUSE13T5997987-3
