If WDI remains high or low after power on (no dog feeding signal input), what is the waveform of WDO signal? Output high level or Output low level?

Initially, the WDO signal will be output high. If there is no WDI signal within tWD time period, then WDO will go to output low state. See the two pictures below:
In figure 1, it shows that the negative edge clock for WDI occurs at tWD which is a late fault condition.
The figure above shows that the WDI negative edge clock needs to occur at t<tWD to ensure /WDO stays high.
