I understand that the duty cycle is only related to the current and has nothing to do with the voltage. I can't control the output voltage, and it will overvoltage and turn off eventually.  Will this cause the current to fail to meet the design requirements.

This E2E question has some additional information about that portion of the circuit: 

If the IC detects that the cell voltage is outside of a predefined range, the IC will be disabled. In this case it would not continue cell balancing. It is up to you if this will meet your design needs or not. I do recommend that you simulate the external circuit in SPICE with your specific setup to determine if it will meet your needs.
