All three capacitors must be near the device. The input capacitor is not visible, but that trace from pin 3 looks too long and thin. See the layout example in section 11.2 of the datasheet.
The input capacitor should be at least as large as the pumping capacitor.
All three capacitors must have low ESR; the schematic does not mention this.
