Can you tell me the state of the PG pin when the device is not powered?
Is it low or high z?

Jonathan,

We cannot guarantee any pin state while the device is not powered. The PG pin is an open-collector FET but there are also ESD structures in the device. We do not recommend energizing any pin while the device is not powered.
