Hi,
For the BQ24075, the OUT is regulated to 5.5V. If only powered by battery, OUT is not regulated and short circuit is active. If the OUT load causes the voltage at the OUT pin to drop below the BAT voltage by 250 mV for longer than t_DGL(SCD) out is then turned off,
You can find this information in the "Input Source Not Connected" section of the datasheet.

I think that it is the overload condition.
I would like to know the case of low battery voltage condition(e.g. 3.0V).

Yes, it is the overload condition. For battery voltage condition, it is still similar and dependent on the load. The device will still try and output to 5.5V but if the load at the OUT pin causes the OUT pin to fall, the overload condition will cause it to turn off.

Does it mean that BQ24075 keeps outputting voltage regardless of battery voltage if there is no input voltage and it is not overload condition?
