BQ25101: nCHG pin stays low when there is a small load on the battery

The nCHG behaves as expected when the battery, being charged, is disconnected from the load.  However, when the battery is connected to a very small load (> 100uA), the nCHG stays low way beyond the 1.5mA termination current (I have the charging current set to 15mA).  It looks like nCHG goes Hi-z when the termination current is about the same as the load current (>100uA).  Why is this?  I do have the recommended RC on the ISET pin.

    The /CHG pin will go HI-Z when the output current reaches 0 after the charge current reaches the termination current. 

    When the load is connected, the voltage at the OUT may be causing the voltage to not reach the battery regulation votlage. When you see the /CHG pin go HI-Z with the terminating current = load, is the voltage different from when the termination current is set for 1.5mA? What charge current are you setting when you say:
