Q10 gate pin is connected to 3.3V, output 0.9V => normal
1. The Q10 gate pin is connected to an empty connection and the output is about 0.2V but the output becomes 1.05V => abnormal
2. When Q10 gate pin is connected to GND, output becomes 3.3V => abnormal
Q10 Replace 2n7002 and it is normal

I would look deeper in the 2n7002 and FDV301N datasheets, and what the differences are..
I see for instance that for FDV301N, there is a Gate-Source Diode that you don't have in 2N7002.
Also, letting you know that we have easier ways to switch from 1.0V to 0.9V while in operation using the TPS62868 or TPS62868 implementing a lower BOM list.
Either this can be done by I2C or toggling the VID pin.
