Is the reverse current flowing through the TPS22919 the same as the shutdown current when the battery is connected to the load side?

This is not the case. TPS22919 does not have any form of reverse current protection. As such, operating in reverse voltage events may cause undesired behavior in your system. The shutdown current refers to the current that enters the device through VIN when VOUT is grounded AND the device is disabled. It is the internal leakage path from VIN to device GND when disabled.
For any sort of reverse current operation, I would recommend looking at devices like TPS22917 and TPS22916.
