Sorry for late, actually I am not the first priority guy to cover this device, here is my opinion.

I am not sure what is your question meaning?  This is cascade connection with multi-devices,SOUT of last device will go to the SIN of next device.for SCLK/LAT/BLANK, they are not used to transmit the data, just control the sequence, so all devices in a data chain can use the same SCLK/LAT/BLANK

I want to ask the difference between the two ways.
1.I directly input data to each LED IC with the single chip microcomputer(that is, the SIN of each LED IC is connected to the single chip microcomputer through the same I / O port)
2.The SIN port of the first LED IC is connected to the single chip microcomputer, and then connected by stages.one by one.
