TPS61020: Zero switch node activity

Hi Team,

We’re experiencing some behavior that I didn’t expect.  It is as follows:

We are working with a brand new TPS61020 eval board.   The output voltage has been changed to 3.3V by changing R4 to 178Kohms.  The test load is 25 ohms.  When the input voltage is 1.8V and the external power supply is turned on there is zero activity on the switch node.  If we lighten the load to 29ohms the board will start up and regulate. I’m not seeing anything in the datasheet that would suggest that this is expected.
